Where can i find a wire sleeve kit like this one but in red?

Looks to me like it means you can use either bare wire of shielded wire. It's a ground, The other link didn't work, so I can't be sure of the question. If it's about the jack, one wire goes to the connector at the tip and the other to the shield. It too would be a ground.
