How do I make my Youtube profile picture have high quality?

Lets clear some things up:

1. My image is in the highest jpg quality form
2. It's not processing since it's been my profile picture for a year

So how do I make it high quality?

Let's assume you have a huge picture. Maybe 3000px by 3000px. You say it's good quality.
