Now, from what it seems, you ticked this "rescue" off by calling them out on their bluffs. Well, maybe not the rescue but one of the people who work their. Is the lady you were talking to the rescue operator or just a volunteer? If just a volunteer, find out who actually runs the joint and call and complain that they are not accurately portraying the animals when someone comes out to visit with them and you may have gotten the wrong horse had you not done additional research.
A rescue that will not adopt animals out – in your case, even allowing the animal to leave the premises – isn't a doesn't make any bloody sense. What if the rescue is over an hour each way? No one wants to go that far to see their animal, which is why there are boarding facilities all over the outskirts of towns.
Some rescues do run on the policy that you never truly "own" the animal until after a certain period of time, this way they remain the right of ownership and can haul the animal away if they aren't being treated properly. This isn't a bad thing, but it could be an inconvenience, but no reputable rescue would take back one of their horses in the middle of the night if they are being taken care of.
Random barn checks should be welcomed, I wouldn't mind it at all. There's nothing wrong with setting stipulations like no barbed wire, all horses must have shelter, is the animal fat and happy? This is their purpose is to find life long homes where these animals are loved and cherished.
The way the rescue worked where I got my horse from was:
No breeding of mares,
no colts were to leave the rescue in tact,
random site inspections are allowed,
they will seize animals they consider not taken care of,
you cannot sell the animal again at auction or send to slaughter (though some resuces will require that they meet with potential new owners or may require the right of first refusal should have to sell the animal),
they will take any of their previously adopted horses back if the owner can no longer care for them, they will take back any animal that is not compatible with new owners or horses, etc.
I find it incredibly odd that their horses' adoption fees have to be discussed. Obviously they want to recoup some of their finances from each animal, since the care for each animal is varied… but at the same time, they also want to turn each animal back into the horse world as quickly as possible so they can move on the next one.
If I were you, keep looking. Not all rescues are good ones – plain and simple. Some people do it for the genuine love of the animal, others do it because it merely inflates their large ego and bleeding hearts. Find one that has the genuine love for horses and wants to see them in a good home.
