Logging into workstation w/server2003 the 'login.bat' 3/10 times doesn't run, delete '.bat' ext. runs 10/10, ?

Basically when the user logs in the batch file doesn't run 3/10 times, but delete the extension '.bat' runs 10/10 times. Any thoughts of why this is does this? Server 2003 is the server, all workstations are on the domain, and all the '.bat' file is doing is mapping drives.

If the .bat is in the NETLOGON folder the user logging in must have access to read the .bat file and have the name of the .bat files specified in their Active Directory account profile.
If the .bat is specified by a GPO make sure that the user account is in the OU with the GPO applied and has read access. I have found it necessary to enable the "Always wait for network" policy to make sure that my XP domain workstation process GPOs.
I hope this helps.
